PSOM (Cooperation programme for emerging markets)
PSOM (Cooperation programme for emerging markets) is a programme of the Dutch government aimed
at stimulating durable economic development. It supports joint-ventures of enterprises in PSOM-countries (amongst which Rwanda) with businesses in
The Netherlands or in countries from the DAC list (see list below).
The first application round for PSOM has ended in February, but you can still apply for the second round,
the deadline for which is August 22nd, 2007. Please note that it is your partner, not the Rwandan company, that applies
for PSOM support.

PSOM reimburses 60% of your investment, with a maximum of €825,000 per project.
On certain conditions, advances can be paid so as not to disrupt your cash-flow.

- Eligible projects are joint-ventures between a company from the Netherlands, or from another country from the DAC list, with the aim of starting a new activity. Both partners should be financially healthy and competent.
- Neither of the partners has the finances to fund the project, nor can they obtain a bank loan.
- The project is profitable and has a positive economic impact, such as job creation, introduction of new technologies, strengthening of local SME's or a positive effect on the environment.
- The project results in more investment and higher turnover.

Twice a year, PSOM invites companies to present projects. The instructions concerning
these public tenders can be found on the PSOM website.
EVD (Agency for International Business and Cooperation), the agency commissioned to implement PSOM, then examines
the project to see if it meets the tender criteria. If the project is approved, EVD will present you a contract.
The whole procedures takes about four months.

Apart from partnerships with Dutch companies, only joint-ventures with enterprises
from the following countries are eligible for PSOM support:

You have an interesting project, but you do not know where to find a partner?
Here is where you can find help:
- Team Pro is a Dutch company specialised in match-making; they can help you to find partners in the Netherlands. As this is a private company, their service comes at a price - but EVD is willing to pay for you (see next paragraph). Contact Cornee van Wageningen of Team Pro, or visit their website.
- EVD, the Dutch government agency managing PSOM, offers grants of up to €5,000 for matchmaking with Dutch companies. Contact Willem Roodenburg at EVD for more information.
